Patient-Based Funding – The New Reality for Ontario Hospitals

09-25-2012 | Industry News

Already in 2012, a great amount of material has been produced concerning Patient-Based Funding (PBF) and the Health Based Allocation Model (HBAM). Most of this however has been either basic information from the Ministry or opinion from a variety of stakeholders within the health care system. This basic information includes how the Ministry arrived at its ‘made-in-Ontario’ solution and some clarification governing the initial funding arrangement and which hospitals will or will not be immediately impacted.

Ontario hospital funding: confusion for 2012/2013

by Karen Born & Irfan Dhalla
FEBRUARY 23, 2012

The Ontario Ministry of Health and Long-Term Care is changing the way it funds hospitals for the upcoming fiscal year, which starts on April 1.

The new funding formula is intended to improve efficiency. However, many hospitals are unprepared for the change.

We spoke with hospital executives and other experts to better understand what is likely to happen and the implications.

Earlier this month, in a presentation to hospital executives across Ontario, officials from the Ministry of Health and Long-Term Care described substantial changes to how the government proposes to fund hospitals in the upcoming fiscal year, beginning on April 1. The changes are intended to improve hospital efficiency. However,  hospitals are still in the dark about some of the details, and many are unprepared for the shift.

Bill C-38 protest has 13,000 websites going dark across Canada this June (OT)

When it comes to politics, Canadians are generally an apathetic bunch. Often, a controversy will brew and within a week or two we forget about it and move on.

It appears Bill C-38 is one issue we’re not willing to let go.

Saturday is the one month anniversary of the introduction of the so-called omnibus budget bill, a 425-page bill that amends 60 different acts, repeals a half dozen others and adds three more.

In addition to the changes to employment insurance,  Bill C-38 includes controversial changes to old age security, more than 100 pages of new provisions to environmental regulations, an important alteration to the oversight of CSIS and significant amendments in laws related to fisheries, food safety, national parks and natural resource projects.

The Bat S**t Insane Are Coming Out of the Woodwork!

Have you noticed lately just how many people are currently spouting insanity at the top of their lungs for all to hear? Some recent examples include, but are quite unfortunately not limited to, the claim that all women who use birth control are sluts; http://www.slate.com/articles/double_x/doublex/2012/03/rush_limbaugh_calls_sandra_fluke_a_slut_how_sex_positivity_has_recharged_the_feminist_movement_.html?wpisrc=twitter_socialflow and how single mom’s are responsible for “breeding criminals;”  http://motherjones.com/politics/2012/03/santorum-single-mothers-are-breeding-more-criminals .

I truly hope that there are enough sane people left in this world that these outrageous claims are not taken the slightest bit seriously (as good ideas), and to see that their advocates are shut down before any lasting damage can be done. On the positive side of things however, these lunatics are showing their true colours before they have a chance to get into power and they are showing the world just how crazy some ideas really are so we can finally put them to bed.

So here’s to the still sane majority; cheers!  ())=(
